In general, for customers using free estimates, we recommend a "completion date" and a "cost not to exceed" written into your contracts.
Estimates and quotes are not the same thing.
The items on the electrical contractor's indirect overhead list will be a small percentage of your overall bill. Time & materials will be the majority of your project's expenses.

Would you rather pay $150 for a fixed-price quote or receive a free estimate? Most times, a free estimate will not account for the entire cost of the project. This will usually require the customer to pay a few hundred or a couple thousand dollars extra to complete the project.
The common phrase of, "The work is in the details." applies 100% towards electrical contracting. When operating a business, you can only delegate so much time to something when you are doing it for free.
In our opinion, it is best to pay a reputable contractor to create a binding quote on any electrical project ranging from small and simple to large and complex.
